Cloud Maturity Assessment – Step-by-Step Plan

Cloud maturity refers to the extent to which an organization properly leverages cloud technology instead of simply using it. It involves people, processes, technologies, security, and costs, and its significance stems from the fact that using AWS or Azure without a clear purpose tends to result in many problems rather than solve them.

A cloud maturity assessment is the tool that contributes to this honesty. It shows you your current state, what you lack, and what actions you fail to implement. A proper assessment is not just a report that stays in your project folder; it is a working document. Below, I describe the ten steps that I use for cloud maturity assessment for my clients.

Steps for Cloud Maturity Assessment

1. Define Assessment Objectives

Before you get to work on the dashboard you have chosen, it is important to clarify the reason behind getting one. Do you have urgent requests from the CFO? Was there any incident of security breach? Are you undergoing some important M&A process? The answers to these questions will define what you must do next. You should come up with 2-3 business objectives and 2-3 objectives in the field of technology and put them in front of you, so as to avoid a situation of being trapped by scope creep.

2. Evaluate Current Cloud Adoption

Now it’s time to see what is currently running. Not what is depicted on the architecture diagram from 2022, but what you have at your disposal now. List all the inventory that your public, private, and hybrid sites have to offer, and do not be surprised by the amount of shadow IT that you discover.

  • List workloads by business criticality, not alphabetically
  • Flag anything running on deprecated services
  • Note which teams own which environments

3. Assess Cloud Strategy and Governance

Most organizations have a cloud strategy, which may be more of a slide presentation created a long time ago than an actual strategy. As such, try to establish whether a governance model, tagging standards, approval process, and decision rights exist. Then check whether it connects to the business goals because there are instances of there being governance policies that exist simply for the sake of existence.

4. Evaluate Cloud Infrastructure and Architecture

This is where you investigate the processes. Is the architecture designed for scaling purposes or was it simply moved from the data center without any changes made? Check its reliability, repetition, and the share of processes that are cloud services, rather than just using machines in an external building. Here, you will see more old, fragile infrastructure than you expect.

5. Assess Security and Compliance

Security and compliance are very important for the cloud, so make sure you check them carefully. Start your investigation with access management. Look at data protection, monitoring, and whether the developed security system satisfy the regulatory frameworks.

6. Review Cloud Operations and Management

Operations lack the glamour everyone looks for, but they show maturity of the system in use. Therefore, see whether monitoring and logging process exist, what the speed of reaction to incidents is, and how the problems with performance are fixed.

  • Is there a real on call process, or does everyone just hope nothing breaks
  • How much manual toil exists in day-to-day resource management
  • Where could automation cut response time

7. Evaluate DevOps and Automation Capabilities

I want to see the CI/CD pipeline in action. I want to understand deployment frequency, rollback procedures, and whether infrastructure is provisioned via code or by clicking within the systems at 2:00 AM. The difference is generally larger than teams want to acknowledge.

8. Assess Skills and Organizational Readiness

Technical problems usually cause problems for the staff. Assess the level of cloud knowledge in your team beyond checking for presence of certificates. Determine if the team needs any training, and find out if IT, security, development, and the management side communicate with each other or just send emails.

9. Analyze Cloud Costs and FinOps

Cost is the place where most businesses are astonished. Gather actual spending data and compare it to utilization because overprovisioned resources are usually in plain sight. Inquire about who is responsible for costs because if the response is ‘no one,’ then you already know your answer.

  • Identify idle or forgotten resources
  • Check reserved instance and savings plan coverage
  • Assess whether teams get regular cost visibility or find out at month end

10. Identify Gaps and Build a Maturity Roadmap

Now, it’s time to have a look at the big picture. Compare where the organization is now to where the goals of the firm lie in the future, and order the discrepancies on the basis of their importance and complexity rather than on the basis of whichever team has made the most noise about the issue. Construct a timeline that includes easy wins, intermediate initiatives, and long-term transformations. Attach concrete measures to each step, otherwise the timeline is going to be just another paper that no one in the company would bother to look at again.

Most frameworks I’ve used boil down to five pillars, and honestly that’s plenty.

  • People: skills, roles, training, organizational readiness
  • Process: governance, operations, DevOps, IT workflows
  • Technology: infrastructure, architecture, automation, cloud native adoption
  • Security: identity, data protection, compliance, risk management
  • Cost: utilization, visibility, optimization, FinOps practice

Most companies I’ve assessed sit somewhere between Level 2 and Level 3. Very few make it to Level 5, and honestly, not every workload needs to.

Cloud maturity is not a simple tick box exercise and changes over time, as situations evolve, subsets of people change and something that was considered mature some time ago may not be regarded so in the present. By continually examining the situation organizations identify any underlying issues before their costs escalate. The most valuable aspect of assessment is not the determination of a specific score for the organization, but the prioritized plan of action that follows the assessment and indicates what should be done to achieve further improvement of cloud services implementation.
